CAALL Ad Hoc Committee on First Nations Labour Affairs
Terms of Reference
Mandate
The mandate of the Ad Hoc Committee on First Nation Labour Affairs is to inform CAALL members of the development and implementation of initiatives to support First Nations’ capacity to address labour matters and of opportunities for cooperation and partnerships.
Guiding Principles
The Ad Hoc Committee will be guided by the following principles:
- Respect for the autonomy and leading roles of federal, provincial and territorial jurisdictions across Canada in dealing with First Nation labour matters.
- Build on existing best practices.
- Recognition that the knowledge, expertise and experiences gained across Canada may assist the jurisdictions in addressing First Nation labour matters.
- Consider opportunities to cooperate with a view to ensuring consistency in the development and implementation of capacity-building initiatives.
Scope
The scope of the Ad Hoc Committee is:
- To examine both current and future initiatives in Canadian jurisdictions in terms of strategies and capacity-building activities in dealing with First Nation labour matters.
Committee Composition
- The Ad Hoc Committee membership will include representation from every jurisdiction choosing to participate in the Committee.
- The Ad Hoc Committee membership will consist of the senior officials (directors general or directors) responsible for aboriginal/ First Nation labour affairs in each jurisdiction.
- The Chair of the Ad Hoc Committee shall be elected by the Committee's members, so long as the Chair remains a member of the Committee. In the event that the position of Chair becomes vacant, the Committee shall elect another Chair.
- In the absence of the Chair during a meeting, the Ad Hoc Committee shall select one of its members to act as an interim Chair for the duration of the meeting or until the Chair returns.
- A member jurisdiction may select an alternate representative to participate in a Ad Hoc Committee meeting on behalf of the member jurisdiction's representative.
- A member or alternate member may be accompanied by advisors during a meeting.
Committee Operations
- The Ad Hoc Committee members shall meet "face-to-face" at annual meeting. Additional meetings, including conference call meetings, may be held at the call of the Chair.
- The Ad Hoc Committee will establish its own rules of procedure.
- The Ad Hoc Committee will establish open lines of communitication with CAALL standing committees and may cooperate with such committees, including undertaking joint projects.
- The Ad Hoc Committee may establish joint cooperative initiatives and partnerships with other organizations.
- The Ad Hoc Committee may report to CAALL on its activities.
